+Tags should only be applied if it meets the a minimum level of relevancy. For example, if someone wears a hat for 5 seconds in a hat store, this is not relevant to the character as it is not part of their standard attire. Another example, if an anime has a 5 second flashback in the desert, the desert is not a relevant setting location to be tagged.
