It provides information about the availability of that file.
The color coding is the same as on the detailed file info page.
that means:
- blue = users having that file in mylist
- red = users sharing that file on release priority
- black/bold = users sharing that file
- black/italic = users who deleted that file + users with state unknown
- blue = users having that file in mylist
counts for the states on hdd and on cd are not shown.
=> 10/2/3/1 == total users/release/shared/deleted+unknown
This would mean:

- 2 of those share it on release priority
- 3 share it on normal priority
- 1 either deleted the file or has it on state unkown
- 10-2-3-1 = 4 have the file on hdd or on cd but are not sharing it atm
