Ecchi is derived from a Japanese word meaning "lewd", "sexy", "lascivious", or "naughty" when used as an adjective, and can refer to sexual intercourse when used as a verb or noun. In English, the term ecchi is applied to anime or manga that has vague sexual content (such as skimpy clothing, partial or full nudity), but does not show sexual intercourse. It's also nearly equivalent to the term fanservice, which is used to refer to elements in a story that are unnecessary to a storyline, but designed to amuse or sexually excite the audience. Ecchi anime most often goes hand in hand with comedy, but not necessarily so. But do not add ecchi to hentai animations where nudity or sexual exposure is to be expected.

Ecchi — Subcategories

Boing

Derived from the imagined sound of bouncing breasts. The animation of breast movement is part of your typical ecchi anime, with comedic undertones. Boing is therefore one of the staples of fanservice.

Examples: Rosario to Vampire Capu2, Koihime Musou

Pantsu

Pantsu = Panties, as in the female underwear.
Typically in the tag-sense, it means the viewing material will be serving up a fair share of pantyshots either innocently or for the sake of fanservice. Another proverbial bringing up of pantsu, would be in the case of the anime/manga Chobits, where it may have almost been made into a overly-cute catchphrase at one point or another.
